These are the three criminal charges, against each accused, set out in the Tribunal’s charge framing order on 18 Sept 2025

Charge No. 1

Occurrence:
Killing Md. Nadim with gunshot on 19 July 2024 AD at about 02.00/02.30 PM in the alley entrance in front of Bonosree Jame Masjid of Bansree H Block adjacent to Rampura Police Station Dhaka.

Offence:
Under sections 3(2) (a), (g), (h), 4(1), 4(2), 4(3) of The International Crimes (Tribunals) Act, 1973 punishable under sections 20(2), 20A of the same Act.

Place of occurrence:
Bonosree H Block under Khilgaon Police Station, Motijheel Division, Dhaka Metropolitan.

Date and time of occurrence:
19 July 2024 AD at about 2.00/2.30 pm.

Details of the charge:
In the context of the anti-discrimination movement by students demanding quota reform, which began on 01 July 2024, the former Prime Minister of the fallen government, Sheikh Hasina instead of fulfilling the demands planned to murder and exterminate the protesting students and general populace to suppress the movement and thus she ordered to suppress the movement by identifying the protesters through drone surveillance, direct shooting with Lethal Weapons as well as shooting from helicopters, setting fire on various important installations with a view to blame the protesters. She also ordered to arrest the protesters to crush the movement.

Through the conspiratorial plan and direct instruction of Prime Minister Sheikh Hasina, occupying the highest position of the Executive Branch as the then Prime Minister of Bangladesh, and politically as the party chief of Bangladesh Awami League and its associated organizations, the then Home Minister Asaduzzaman Khan Kamal and the then Inspector General of Police (IGP) Chowdhury Abdullah Al Mamun, through the law enforcement agencies under their control and command, conducted crimes against humanity through widespread and systematic attacks on the unarmed, innocent student populace (civilian population) across the country with lethal weapons as part of political persecution including murder, attempt to murder, torture, and various other inhumane acts.

As part of the aforementioned crime, following the instruction of Dhaka Metropolitan Police Commissioner Habibur Rahman, on 19 July 2024 Friday, Rashedul Islam, the ADC Khilgaon Zone, along with Moshiur Rahman, Officer-in-Charge Rampura Police Station, SI Tariqul Islam Bhuiyan, ASI Chanchal Chandra Sarkar, and other accompanying police forces and BGB members, targeted and shot Nadim Hossain (38) and others standing in the alley in front of Bonosree Jame Masjid, located in Bonosree H Block under Khilgaon Police Station near the Rampura Police Station building, outside their territorial jurisdiction, after the Jumma prayer on 19 July, 2024 at 2.00/2.30 pm. Two bullets entered into Nadim Hossain’s belly and exited through his back whereupon he died at the spot.

Thus, the accused persons committed Murder of Nadim Hossain by shooting, Order for murder, Abetment, Incitement, Facilitation, Complicity, Failure to take Preventive or punitive measures against the perpetrators and thereupon committed crimes against humanity under sections 3(2) (a), (g), (h), 4(1), 4(2), 4(3) of The International Crimes (Tribunals) Act, 1973 punishable under sections 20(2) and 20A of the Act.

Charge no 2

Occurrence:
Attempt to commit murder of and causing grievous injury to victim Amir Hossain by gunshot on 19 July 2024 AD at approximately 03.00 PM.

Offence:
Under sections 3(2) (a), (g), (h), 4(1), 4(2), 4(3) of the International Crimes (Tribunals) Act, 1973 punishable under sections 20(2), 20A of the same Act.

Place of occurrence:
3rd floor of the under-construction building of Dhaka South City Corporation next to Bonosree Jame Masjid adjacent to Rampura Police Station, located in Bonosree H Block within the jurisdiction of Khilgaon Police Station, Motijheel Zone, Dhaka Metropolitan.

Date and time of occurrence:
19/07/2024 AD at about 03.00 PM hours.

Name of the victim:
Amir Hossain (18)

Details of the charge:
Through the conspiratorial plan and direct instruction of Sheikh Hasina, occupying the highest position of the Executive Branch as the then Prime Minister of Bangladesh, and Head of Bangladesh Awami League and its associated organizations the then Home Minister Asaduzzaman Khan Kamal and the then Inspector General of Police (IGP) Chowdhury Abdullah Al Mamun, through the law enforcement agencies under their control and command conducted crimes against humanity through widespread and systematic attacks on the unarmed, innocent student populace (civilian population) across the country as part of political persecution including attempt to murder, and torture.

As part of the aforementioned crime, following the instruction of Dhaka Metropolitan Commissioner Habibur Rahman, on Friday, 19 July at 15:00 hours, Rashedul Islam, the ADC Khilgaon Zone, along with Moshiur Rahman, Officer-in-Charge Rampura Police Station, SI Tariqul Islam Bhuiyan, ASI Chanchal Chandra Sarkar, and other accompanying police forces, began firing from guns with the intent to murder the unarmed and innocent protesters in various areas of Bonosree H Block, under Khilgaon Police Station, near the Rampura Police Station building beyond their duty jurisdiction.

The victim Amir Hossain (18), while returning home from his workplace at Aftabnagar, took shelter in an under-construction building of Dhaka South City Corporation near Bonosree Jame Masjid in Bonosree H Block, upon seeing the indiscriminate firing by the accused near Rampura Police Station. Being chased by Police he attempted to hide by hanging onto the scaffolding pipes of the roof casting on the third floor of the under-construction building. At that point, ASI Chanchal Chandra Sarkar and SI Tariqul Islam Bhuiyan, subordinate to accused Md. Rashedul Islam and Md. Moshiur Rahman, went there and asked Amir Hossain to jump down but he did not jump and as such they successively fired 6 bullets at him with pistol with the intent to kill him as a result of which he was grievously injured.

As mentioned above, the accused persons committed crimes against humanity by way of Attempt to Murder of Amir Hossain with gunshots, Order (Order for murder), Abetment, Incitement, Facilitatation, Complicity, Failure to take preventive or punitive measures under sections 3(2) (a), (g), (h), 4(1), 4(2), 4(3) of The International Crimes (Tribunals) Act, 1973 punishable under sections 20(2) and 20A of the Act.

Charge 3

Offence:
Under sections 3(2) (a), (g), (h), 4(1), 4(2), 4(3) of The International Crimes (Tribunals) Act, 1973 punishable under sections 20(2), 20A of the same Act.

Place of occurrence:
Inside the gate of the house of victim Basit Khan Musa, adjacent to Rampura Police Station, located in Bonosree G Block, within the jurisdiction of Khilgaon Police Station, Motijheel Division, Dhaka Metropolitan.

19/07/2024 AD at about 03.30 PM hours.

Details of the charge:
Through the conspiratorial plan and direct instruction of Sheikh Hasina, occupying the highest position of the Executive Branch as the then Prime Minister of Bangladesh and Head of Bangladesh Awami League and its associated organizations the then Home Minister Asaduzzaman Khan Kamal and the then Inspector General of Police (IGP) Chowdhury Abdullah Al Mamun, through the law enforcement agencies under their control and command, started from Dhaka city and conducted crimes against humanity through widespread and systematic attacks on the unarmed, innocent student populace (civilian population) across the country as part of political persecution (persecution on political ground), including attempt to murder, and torture.

As part of the aforementioned crime, following the instruction of Dhaka Metropolitan Commissioner Habibur Rahman, on Friday, 19 July at 15:00 hours, Rashedul Islam, the ADC Khilgaon Zone, along with Moshiur Rahman, Officer-in-Charge Rampura Police Station, SI Tariqul Islam Bhuiyan, ASI Chanchal Chandra Sarkar, and other accompanying police forces, began firing from guns with the intent to murder the unarmed and innocent protesters in various areas of Bonosree H Block, under Khilgaon Police Station, near the Rampura Police Station building beyond their duty jurisdiction.

At that time, infant Md. Basit Khan Musa (6) and his grandmother Maya Islam (60) were inside the gate of their own house on the ground floor near Rampura Police Station. Then, as the accused were continuously firing bullets with the intent to kill the protesters, one bullet penetrated the head of infant Musa and exited through the other of his head and struck his grandmother Maya Islam in her abdomen whereupon Maya Islam died on the following day while under treatment.
